Steps

1. 1If Runaway Steam-Kin has three or more +1/+1 counters on it, activate Runaway Steam-Kin by removing three +1/+1 counters from it, adding .
2. 2Cast Burning Inquiry for its escape cost by paying and exiling three cards from your graveyard.
3. 3Runaway Steam-Kin triggers, putting a +1/+1 counter on it.
4. 4Resolve Burning Inquiry, causing each player to draw three cards and discard three cards at random.
5. 5Repeat
