Steps

1. 1Activate Saffi by sacrificing it, targeting Havi.
2. 2When Saffi dies, Havi triggers, returning any legendary creature card with mana value 1 or less from your graveyard to the battlefield.
3. 3Resolve the Saffi ability.
4. 4Activate Altar of Dementia by sacrificing Havi.
5. 5When Havi dies, it and Saffi trigger.
6. 6Resolve the Havi trigger, returning Saffi from your graveyard to the battlefield.
7. 7Resolve the Saffi trigger, returning Havi from your graveyard to the battlefield.
8. 8Resolve the Altar of Dementia ability, causing target player to mill cards equal to Havi's power.
9. 9Repeat.
