Steps

1. 1Activate Chandra's first loyalty ability by putting a loyalty counter on it, adding .
2. 2Cast Flicker by paying , targeting Tamiyo.
3. 3Chandra triggers, causing you to copy Flicker, with the copy targeting Chandra.
4. 4Resolve both Flickers, blinking Chandra and Tamiyo.
5. 5Activate Tamiyo's third loyalty ability by removing three loyalty counters from it, returning Flicker to your hand from your graveyard.
6. 6Repeat.
