Steps

1. 1Activate Phyrexian Altar by sacrificing Arcbound Shikari.
2. 2When Arcbound Shikari dies, its modular ability and persist ability trigger.
3. 3Resolve the modular trigger, putting Arcbound Shikari's +1/+1 counters on another artifact creature.
4. 4Resolve the persist trigger, returning Arcbound Shikari from your graveyard to the battlefield. It will not have a -1/-1 counter on it due to its modular ability.
5. 5Repeat.
