Steps

1. 1Activate Bartolomé del Presidio by sacrificing Arcbound Condor.
2. 2When Arcbound Condor dies, its modular ability and persist ability trigger.
3. 3Resolve the modular trigger, putting Arcbound Condor's +1/+1 counters on another artifact creature.
4. 4Resolve the persist trigger, returning Arcbound Condor from your graveyard to the battlefield. It will not have a -1/-1 counter on it due to its modular ability.
5. 5Resolve the Bartolomé del Presidio ability.
6. 6Repeat.
