Steps

1. 1Activate Sarkhan first loyalty ability by putting one loyalty counters on it, Sarkhan becomes a Legendary 4/4 red Dragon creature with flying, indestructible, and haste until end of turn.
2. 2Activate Aerie Ouphes by sacrificing itself.
3. 3Aerie Ouphes' persist ability triggers, returning it from your graveyard to the battlefield.
4. 4Resolve the Aerie Ouphes ability, dealing damage equal to its power to Sarkhan.
5. 5Repeat.
