Steps

1. 1Activate Isochron Scepter by paying and tapping it, casting a copy of Backslide without paying its mana cost.
2. 2Resolve Backslide, turning Brine Elemental face down.
3. 3Activate Ixidor by paying , turning Brine Elemental face up.
4. 4Brine Elemental triggers, causing each opponent to skip their next untap step.
5. 5Repeat during each of your turns.
