Vizier of Tumbling Sands does not have summoning sickness.

Steps

Activate creatures by tapping them, adding at least .
Activate Isochron Scepter by paying and tapping it, casting a copy of Vitalize.
Resolve the copy of Vitalize, untapping all creatures you control.
Activate Vizier of Tumbling Sands by tapping it, untapping Isochron Scepter.
Repeat.
