Steps

1. 1Activate Altar of Dementia by sacrificing Elvish Soultiller.
2. 2Elvish Soultiller dies, triggering itself and Verdant Succession.
3. 3Resolve the Elvish Soultiller trigger, shuffling all Elves or Mutants from your graveyard into your library.
4. 4Resolve the Verdant Succession trigger, searching your library for Elvish Soultiller, putting it onto the battlefield and shuffling your library.
5. 5Resolve the Altar of Dementia ability, causing target player to mill cards equal to Elvish Soultiller's power.
6. 6Repeat.
